Answer: This is not the case. A’lā Ḥaḍrat, Imām-e-Aĥl-e-Sunnat, Maulānā Shāĥ Imām Aḥmad Razā Khān عَـلَيْهِ رَحْمَةُ الـرَّحْمٰن has stated on pages 127 and 128 in volume 22 of his Fatāwā Razawiyyaĥ: In fact, it is considered Makrūĥ for a woman to not wear any jewellery at all if she is capable; not wearing any jewellery at all is Makrūĥ and resemblance to men. He رَحْمَةُ الـلّٰـهِ تَـعَـالٰی عَـلَيْـه continues: It is stated in a Ḥadīš that our Beloved and Blessed Prophet صَلَّى اللهُ تَعَالٰى عَلَيْهِ وَاٰلِهٖ وَسَلَّم told Sayyidunā ‘Alī کَـرَّمَ الـلّٰـهُ تَـعَـالٰی وَجۡـھَـهُ الۡـکَـرِیۡم: يَا عَلِيُّ مُرۡ نِسَاءَكَ لَا يُصَلِّيۡنَ عُطُلًا Translation, ‘O ‘Alī! Order the women of your house to not offer Ṣalāĥ without jewellery.’
(Al-Mu’jam-ul-Awsaṭ liṭ-Ṭabarānī, vol. 4, pp. 262, Ḥadīš 5929)
The mother of believers, Sayyidatunā ‘Āishaĥ Ṣiddīqaĥ رَضِیَ الـلّٰـهُ تَـعَـالٰی عَـنْهَا considered it Makrūĥ for a woman to offer Ṣalāĥ without jewellery, and she رَضِیَ الـلّٰـهُ تَـعَـالٰی عَـنْهَا would say that if a woman has nothing then she should at least wear a piece of thread around her neck.
(As-Sunan-ul-Kubrā lil-Bayĥaqī, vol. 2, pp. 332, Raqm 3267)
Regarding the jewellery making a jingling sound, A’lā Ḥaḍrat رَحْمَةُ اللهِ تَعَالٰی عَلَيْه stated: It is permissible for a woman to use jewellery that creates a sound if she neither shows herself to non-Maḥram men such as first cousins, brothers-in-law etc. nor allows the jingling sound (of her jewellery) to reach such men. Allah عَزَّوَجَلَّ says:
وَ لَا یُبۡدِ یۡنَ زِ یۡنَتَہُنَّ اِلَّا لِبُعُوۡ لَتِہِنَّ
And they must not reveal their adornment except to their husbands.
